(1) The General Secretary may create a special post with the consent of the Committee in the following cases:-
(a) If an employee is not assigned to perform secretarial work when posted,
(b) If any employee is engaged in training, scholarship, seminar etc.,
(c) If an employee takes leave for more than one month,
(d) In the event that a vacancy has been requested in accordance with sub-section (2) of Section 18 of the Act, if such a position is not vacant and the employee has been recommended by the Public Service Commission, until such position is vacant.
(e) In the event that the post of the reinstated employee according to rule 18 is vacant until the post or any similar post is vacant.
(2) If the condition of sub-rule (1) does not exist, the special post so created will automatically be cancelled.
(3) Notwithstanding anything contained elsewhere in this regulation, clause (a),
In case of (b) and (c), new appointment of employees cannot be made.
